Via the U.S. congressionally mandated EB-5 program, the Ohio Regional Center has created a platform whereby foreign nationals and their immediate family members can become lawful residents (green card holders) whilst stimulating the US economy and job creation.

Albert Naggar

Mr. Naggar has a 17-year track record of raising over $50 million from outside the U.S. to successfully acquire and grow manufacturing companies. During that period, Mr. Naggar created and saved over 1,000 manufacturing jobs, including the Dayton-based manufacturer Process Equipment Company that Mr. Naggar owns. Over the last 17 years, Mr. Naggar has been a Partner of three New York-based U.S. private equity funds ranging in size from $13-60 million that acquired 17 U.S. industrial companies.

Prior to private equity, Mr. Naggar was an investment banker at Goldman Sachs, Furman Selz, and Lazard Freres. At Lazard Freres, Mr. Naggar advised Cornerstone Properties on a $167 million private placement and Copaken on the recapitalization of a 1.3 million square foot mixed-use property.

Mr. Liang is currently a member of General Motors Treasurer’s Office based in Shanghai, China. At General Motors, Mr. Liang has worked on projects ranging from liquidity and risk management, analysis of funding, and capital structure decisions to executing strategic divestitures, restructurings, and bank financing transactions exceeding $11 billion.  

For the last 10 years, Mr. Liang has worked for Mr. Naggar’s private equity funds on projects ranging from fund raising, portfolio monitoring, acquisitions, and divestitures to financings and recapitalizations. Mr. Liang was also a member of the Rabobank International project finance team based in New York focusing on financing the construction of solar and wind farms.

Mr. Behar is one of the country's leading EB-5 authorities.  Mr. Behar has been sought by numerous U.S. developers and investors seeking to attract equity capital to their projects and create U.S. jobs.  Mr. Behar has personally visited over 40 U.S. embassies or consulates.  

The Behar Law Group provides a "one stop shop" of economists, business plan writers, marketing, IT experts, SEC attorneys and U.S. immigration authorities.


Since the inception of the EB-5 Pilot program, the Behar Law Group has worked with more than a dozen regional centers filing their applications with the U.S. Citizenship and Immigration Services and ultimately getting regional center designation approvals.

Mr. Blum’s responsibilities include identifying acquisition and management contract opportunities and managing the company’s relationships with real estate brokers, financial and institutional fund managers, hotel franchise companies, and hotel owners. Interstate Hotels & Resorts is the leading U.S.-based global hotel management company with more than 380 hotels and more than 73,000 rooms located throughout the U.S. and around the world. Interstate Hotels & Resorts is 50% owned by Jin Jang Hotels, the largest star-rated group in China with the best hotels in Shanghai, Beijing, and across China.

Prior to joining Interstate, Mr. Blum was Managing Director of Capital Markets at Molinaro Koger where he represented domestic and international hotel owners structuring debt and equity financings in excess of $1 billion globally. Prior positions have included Senior Vice President of Finance for Europe at Wyndham International, Chief Financial Officer of Grand Heritage Hotel Group, Imperial Hotel Corporation, and The Cafritz Company, and Vice President of Capital Markets and Mergers & Acquisitions at Patriot American Hospitality.

Mr. Roberts is a director at Brady Ware & Company and has been with the firm since 1984. He specializes in accounting and financing for closely held businesses and heads up the firm’s Construction & Real Estate team where he has extensive experience working with general contractors, subcontractors and real estate developers.

Todd is a member of Brady Ware’s Mergers & Acquisitions division where he assists companies by providing services related to mergers, acquisitions, financing, and due diligence to business owners and entrepreneurs.

Cliff joined Brady Ware’s Mergers & Acquisition’s team in 2004 and is President of Brady Ware Capital, becoming a partner in 2013. Cliff has more than 20 years of experience working with middle-market companies. Formerly a Senior Vice President in commercial banking with a large regional bank, Cliff provides creative solutions relating to mergers, acquisitions, and capital raising projects. Cliff’s creativity combined with his extensive experience in structuring, negotiating, and executing transactions equates to exceptional results for Brady Ware clients.
